Khelan brings over fourteen years of expertise in transport planning and modelling, with a specialization in large-scale strategic transportation systems and mobility solutions. A trained Transport Planner, he holds a Master’s degree in Urban Transportation Planning and Management and a B.Tech in Civil Construction, both from CEPT University.
His professional portfolio spans national and international engagements, including the Dubai Rail Master Plan, the Oman National Spatial Strategy, and metro demand assessments for Ahmedabad and Surat. His work has focused on travel demand modelling, multi-modal integration, electric mobility strategies, and the development of service and business plans for public transport systems.
At the Center of Excellence in Urban Transport (CoE-UT), Khelan leads research and advisory work on electric mobility and public transport planning. He is actively supporting the implementation of the PM e-Bus Sewa scheme in partnership with the State Government. His collaborative approach has fostered strong relationships with municipal bodies, state departments, and national-level stakeholders across India and the Middle East.
Alongside his professional practice, Khelan is committed to capacity building and academic engagement. As a visiting faculty member at the Faculty of Planning, CEPT University, he teaches public transport planning and mentors students through studio exercises and Directed Research Projects (DRPs).
