Khelan is an Engineer Transport Planner with more than thirteen years of experience in transport planning and modelling assignments. He has specialisation in preparing and developing large-scale strategic transportation models, travel demand modelling, service and business plans for bus operations, multi-modal transport integration, electric mobility strategy and action plans for public transport and three-wheelers, etc.
He has extensive hands-on experience working on strategic transport projects in India, UAE and Oman. He has been involved in the Dubai Rail Master Plan, Dubai metro demand assessment, Oman National Spatial Strategy, Ahmedabad & Surat metro rail demand assessment, Ahmedabad & Surat Comprehensive Mobility Plan, Service and Business Plan (SBP) for Chandigarh, etc. He has vast experience closely working with city authorities, state government and national level. Currently, he is leading studies related to electric mobility strategy for public transport and supporting the State Government in rolling out the PM e-Bus Sewa scheme in the State.
He is also actively involved in teaching as a visiting faculty at the Faculty of Planning, CEPT University, for various activities such as teaching transport modelling and actively involved in studio exercises. He has guided a couple of Directed Research Projects (DRP) to students for their thesis work.
