A well-planned and integrated public transport system acts as an efficient and effective facilitator to the overall economic and social development of the country. While State Transport Undertakings (STUs) have provided public transport services for several decades, the focus of Urban Local Bodies (ULBs) on city bus transport services gained prominence with Smart Cities Mission, AMRUT, National Urban Renewal Mission, FAME I & II, Urban Bus Specifications and various other schemes and policies. Presently, the overall bus operating system is witnessing a shift from STU based operations to outsourcing of the operations to private contractors.
The SMART-SUT Mobilogues Series is a part of the National Capacity Building Programme – initiated by the Ministry of Housing and Urban Affairs (MoHUA), jointly supported by GIZ India and CRDF, CEPT University. This activity contributes to the Green Urban Mobility Partnership (GUMP) between India and Germany. The focus is on decoding the outsourcing and contract management of bus operations. The Mobilogue will focus on discussing the successful international practices and whether the contracting mechanism has helped in reducing the cost and improving the efficiency of the system. It will also highlight the key aspects of consideration for enhancing the efficacy of the bus operation contracts.
