CHC-CRDF organised a seminar on exploring the Role of the TDR (Transfer of Development Rights) Policy in Heritage in Gujarat on 17th December 2024. The discussion delved into the fundamentals of the TDR framework, application process and timeline, along with ways of utilisation, and its implications for heritage-led redevelopment and management in Gujarat.
Nil Donga, a postgraduate student of the Urban Housing faculty in CEPT, discussed the idea of TDR as an instrument for 'Brownfield Redevelopment in Gujarat for optimal utilisation of land'. The presentation was based on the MUH Housing Strategy Spring Studio 2024. He discussed several cases from the Old City of Ahmedabad, which highlighted the challenges before a homeowner opted for HTDR and the ways of utilising it for the restoration of heritage structures.
Heritage advocate and consultant, Maaniti Desai, discussed the essential aspects of the TDR framework, focusing on Ahmedabad's approach in the form of HTDR. She highlighted the importance of HTDR as a financial incentive for urban growth without having to demolish the heritage structures. She further focused on creating economic opportunities through TDR to create financial provisions for heritage preservation.
The session fostered a constructive dialogue on the challenges and opportunities of using TDR as a financial incentive for preserving heritage while supporting urban development, paving the way for further exploration and implementation of this policy in Gujarat's evolving urban landscape.
