CAF assisted the Chennai Metropolitan Development Authority (CMDA) in the preparation of Tamil Nadu’s first “Land Pooling and Area Development Scheme (LPADS)” at Madambakkam, Chennai. The Handbook originated from the requirement of a Standard Operating Procedure document as a deliverable for the project in Tamil Nadu’s context.
This document is structured into three sections to comprehensively outline the Land Pooling and Area Development Scheme. Section A focuses on the preliminary analysis and data collection necessary for preparing the scheme, ensuring a well-informed foundation.
Section B details the methodology for establishing principles of land reconstitution, guiding the preparation of Original Plot (OP) and Final Plot (FP) maps. Finally, Section C explains the valuation framework used to determine the draft LPADS, ensuring a transparent and systematic approach to land valuation and development planning.
The Handbook covers standardized and streamlined procedures for LPADS preparation, integrated with best practices and advanced technological tools in alignment with the provisions stated in the Tamil Nadu Town and Country Planning (Third Amendment) Amendment Act, 2023, and the Tamil Nadu Land Pooling and Area Development Scheme Rules, 2024.
