This study, conducted by the CEPT Advisory Foundation (CAF) on behalf of the Gujarat Infrastructure Development Board (GIDB), evaluates and proposes a revised boundary for the Halol-Savli SIR and Santalpur SIR. The study thoroughly reviews existing plans, stakeholder consultations, industrial assessments, and GIS-based spatial analyses to determine suitable industrial development areas. It also assesses economic and environmental factors influencing industrial development suitability.

A systematic development suitability analysis using Geographic Information Systems (GIS), Remote Sensing, and MCDA was undertaken to assess the Halol-Savli SIR boundary. A 50x40 km study area was selected to explore potential boundary adjustments. The re-delineation study employed a comprehensive and multi-faceted approach, incorporating spatial and non-spatial data analysis, stakeholder consultations, and scenario building.

This study provides a clear roadmap for revitalizing the Halol-Savli and Santalpur SIR by addressing its challenges and leveraging its strategic advantages. Through data-driven spatial planning, infrastructure investment, and targeted policy interventions, the SIR can become a sustainable and high-impact industrial zone, significantly contributing to Gujarat’s economic ambitions. By integrating spatial and non-spatial parameters, the study provides critical inputs for the preparation of a comprehensive concept plan.

The identification of priority industrial sectors, assessment of infrastructure needs, and alignment with economic policies will guide the formulation of a robust development framework. The insights gained from this research will facilitate effective land-use planning, enhance infrastructure provisioning, and support policy-driven industrialization, thereby ensuring the long-term viability and success of the Halol-Savli SIR and Santalpur SIR.
