The Capital Region Urban Transport (CRUT) has commissioned the Centre of Excellence in Urban Transport (CoE-UT), CRDF, to prepare a detailed project report (DPR) for introducing public transport services in Keonjhar district. The project is funded by the District Mineral Foundation (DMF) of Keonjhar and aims to enhance connectivity within the district. Keonjhar is a major mineral-producing district in the state of Odisha, with a population of approximately 18 lakhs (as per the 2011 Census). The district's mining activities significantly contribute to the state's economy and provide employment opportunities within the district. The district consists of seven major towns: Keonjhar/Kendujhar, Barbil, Joda, Champua, Ghatgaon, Ghasipura, and Anandapur, which collectively accommodate a significant portion of the district's population.

The objective of the DPR is to propose the introduction of the Mo bus service and e-rickshaws in Keonjhar and its adjoining Urban Local Bodies (ULBs) on a gross contract basis. The existing transport system will be assessed, and any issues within it will be identified. The DPR will provide a detailed plan for the Mo bus service, including route networks, fleet requirements, operational procedures, fare structures, and other essential aspects.

In addition to the Mo bus service, the DPR will also focus on the introduction of e-rickshaws. These electric-powered three-wheeler vehicles will serve as a sustainable and eco-friendly mode of transportation, particularly for short distances and last-mile connectivity within urban areas.
