CUPP
The Ministry of Housing and Urban Affairs has empanelled Anchor Institutes to assist the development authorities of these cities with preparing Local Area Plans(LAP) and Town Planning Schemes (TPS). The anchor institutes are also expected to help improve the statutory mechanism to enable the sanctioning and implementation of LAP and TPS as required.
The Ministry has identified the Center for Environment Planning and Technology (CEPT) University as the anchor institute for the pilot project on formulating LAP and TPS for Jaipur. Under this project, the Centre for Urban Planning and Policy (CUPP), CRDF is engaged with the Jaipur Development Authority (JDA) to handhold the process of preparation of LAP and TPS for Jaipur.
The pilot projects aim to achieve four key objectives in the preparation and implementation of Local Area Plans (LAP) and Town Planning Schemes (TPS). Firstly, they focus on enabling a legal framework for micro-level planning to ensure a structured and efficient approach to urban development. Secondly, they facilitate planned expansion in peri-urban areas through TPS, ensuring systematic growth and infrastructure development.
Thirdly, the projects establish a framework for the redevelopment of existing urban areas by implementing LAP, promoting sustainable and inclusive urban regeneration. Lastly, they emphasize capacity building by training planners at both city and state levels, ensuring effective implementation and long-term success of these planning strategies.
The Land Pooling Scheme process resulted in a certified Base Map integrating topographic surveys and updated revenue records. Conceptual proposals were refined based on the updated Base Map, ensuring accurate land allocation for infrastructure, amenities, and green spaces. Reconstitution of plots was completed, balancing land appropriation for public use with equitable returns to landowners. A valuation framework was established, assessing original and developed land values. The draft LPS was published for public review, incorporating feedback before submission to the state government for approval, ensuring a transparent and systematic approach to urban planning.
